So , It's Carnet VS Duplicate list for UK creatives working in the EU ... and the real deal ... Please click "show more" for links
Yes you can use a duplicate list ONLY for the UK border out and in . All other borders as in the Schengen border you have to use local customs declaration procedures ... HMRC ( UK customs and Tax authorities ) are rightly telling people they can use a duplicate list BUT not telling them they cannot use this for the other border .. take a quick look at the video and for the HMRC's own advice on this ( which says the same thing ) check the link here

to their own form and note in particular the following text on that form .....
"You can only use the duplicate list procedure and form
C&E1246 to help with the temporary export of goods and
the subsequent return of the same goods to the UK. The
goods must not be processed or repaired (other than routine
maintenance) while in a third country. A customs declaration
must be completed and any financial security must be given
which may be required by the country to which the exporter
takes the goods."

Just a small thing: the Schengen area is not the same as the EU customs union area. While the Schengen area is the 'unified' area with the same entry rules for third-country nationals, the EU customs union area is the 'unified' area for goods. It excludes some Schengen area countries (like Switzerland) and even some EU territories.
